
The Second Nakba: EUNACR Condemns Israel’s Forced Displacement and State Terrorism in Palestine, Stands in Solidarity with Palestinian Rights
In Solidarity with the Palestinian People and Their Rights to Their Lands
The European North African Center for Research, (EUNACR), stands in unwavering solidarity with the Palestinian people and their legitimate rights to their lands, self-determination, and freedom from occupation. We condemn in the strongest terms the systematic and ongoing forced displacement of Palestinians by the Israeli state, a practice that constitutes a grave violation of international law and fundamental human rights.
Forced migration, as perpetrated by the Israeli state against the Palestinian population, is a direct contravention of Article 13 of the Universal Declaration of Human Rights (1948), which guarantees the right to freedom of movement and residence within the borders of a state, as well as the right to leave and return to one’s country. Furthermore, Article 49 of the Fourth Geneva Convention (1949) explicitly prohibits the forcible transfer of protected persons, such as civilians under occupation, unless their safety or imperative military reasons demand it. The Israeli state’s policies of settlement expansion, home demolitions, and the displacement of Palestinian communities in the West Bank and Gaza Strip are not only illegal under international humanitarian law but also represent a deliberate effort to alter the demographic composition of the occupied territories, thereby undermining the prospects for a just and lasting peace.
EUNACR views these actions as a form of state terrorism, defined as the use of violence or intimidation by a state against civilian populations to achieve political objectives. The deliberate targeting of civilian infrastructure, including homes, schools, hospitals, and essential services in Gaza, coupled with the imposition of a crippling blockade, constitutes collective punishment—a practice explicitly prohibited under Article 33 of the Fourth Geneva Convention. Such actions are designed to instill fear, inflict suffering, and coerce the Palestinian population into submission, thereby fulfilling the criteria of state terrorism as understood under international law.
Moreover, the Israeli state’s breaches of humanitarian international law, including the disproportionate use of force and the targeting of civilians, are not only violations of the principles of distinction and proportionality under international humanitarian law but also represent a flagrant disregard for the sanctity of human life. These practices are inconsistent with the obligations of an occupying power under international law and must be met with unequivocal condemnation by the international community.
EUNACR acknowledges and commends the efforts of the Egyptian state in taking all necessary measures to preserve the rights of Palestinian civilians and their right to remain on their land. Egypt has consistently played a pivotal role in providing humanitarian assistance, facilitating the delivery of essential supplies to Gaza, and advocating for the rights of Palestinians on the international stage. The Egyptian state’s commitment to upholding the principles of international law and its support for the Palestinian cause is vital in ensuring the protection of civilians and the promotion of a just and lasting resolution to the conflict.
EUNACR calls upon the international community to hold the Israeli state accountable for its violations of international law and to take immediate and concrete steps to end the forced displacement of Palestinians, the illegal occupation of Palestinian territories, and the systemic violence inflicted upon the civilian population. We reaffirm our commitment to the principles of justice, human rights, and the rule of law. We also stand in solidarity with the Palestinian people in their struggle for freedom, dignity, and self-determination.
